As long as they're old and unmaintained, they're useless.

If you can, start a gnu-manpages package that automatically converts
commonly used GNU info pages into manpages.  Do this automatically,
so that the pages are maintained.  They can then be a source for
translations.

Speaking of translations, it should be no problem for translated manpages
packages (such as manpages-fr) to include section 1 manpages, even if they
are not included in man-pages but only in the proper source packages from
the GNU project.
